MINUTES

1. CALL TO ORDER/ROLL CALL: Robert Clinton called the meeting to order at 2:00pm.

3. APPROVE MINUTES:

  1. General Session of January 18, 2024 – Motion: To approve the General Session Minutes of January 18, 2024, made by Jan Zobrist and seconded by Jim Woolf. (Vote 9/0, #7 absent) Motion Passed.
  2. Special General Session of January 25, 2024 – Motion: To approve the Special General Session Minutes of January 25, 2024 made by Jim Woolf and seconded by Jan Zobrist. (Vote 9/0, #7 absent) Motion Passed.

4. REPORTS:

  1. Management Report – Mark gave an update on the status of projects in progress, completed, the amenities and departments and answered questions. Mark will get clarification on $832mil loss payout.
  2. Review of January 2024 Financials – Mark reported the financial information and answered questions.

5. ADVISORY REPORTS:

  1. Landscape Sub-Committee – Robert Clinton reported on the Landscape meeting held on Wednesday, February 15th.
  2. Recreation Advisory Group – Carlos Bonacich reported on the Recreation meeting held on Wednesday, February 15th.
  3. Facilities Advisory Group – Karen Perry reported on the Facilities meeting held on Wednesday, February 15th.
  4. Beach Club Sub-Committee – Robert reported that there wasn’t a Beach Club meeting in February and that Jan Zobrist resigned after last month’s meeting as the Chair of the Beach Club sub-committee. Robert thanked Jan for her devoted service to not only the Beach Club and Family Activities but to the whole community.

6. UNFINISHED BUSINESS:

  1. ERTC, Update – Mark reported that there is no new information on this, and that Equifax is now tracking when the funds will be released.
  2. Lagoon Leak, Update, Discussion – Mark reported that he has received two proposals and will present them at the next meeting.
  3. Master/Rehabilitation Plan, Update, Discussion – Mark has scheduled a meeting devoted to the Master/Rehabilitation Plan for March 7th to discuss it in depth.
  4. Beach Club Stage Location, Discussion, Action – Mark reported that the stage is working much better off to the side of the dance floor.

7. NEW BUSINESS:

  1. City of Coronado Acting Police Chief – Mark introduced Capt. Dustin Kulling of the Coronado Police Department. He spoke on E-bikes and said that an e-bike is considered a bicycle and riders need to follow all traffic laws. The CPD is ticketing no helmet and no stopping laws. For severe violators, they are impounding bikes. They are also requiring kids to attend Saturday school to get educated on bike safety.
  2. Contractor Parking, Discussion – The building managers thought that the parking situation was better when contractor permits were issued and enforced.
  3. Beach Club Sub-Committee – Robert stated that according to our policy the Beach Club operates under the authority of the L&R Committee. Members agree to a 2-year term and after that period they are reaffirmed every 2 years. In the March L&R meeting we will get the 10 representatives, one from each building, and vote them in. Robert appointed Jan Yanda as the Pro-tem chair until a Chair can be chosen.
  4. 2023 Audit, Update – Mark will work with Lois to target the March L&R meeting to present the audit.
  5. Ratify Payment of Roeder Sub-Panel, Discussion, Action Motion: To ratify the payment of $1,850 to Ochoa Electric to replace the Roeder sub-panel made by Robert Clinton and seconded by Jan Yanda. (Vote 10/0) Motion Passed.

*For the next meeting, work to come up with a policy for issuing emergent payments instead of ratifying the payment at a later date.

8. NEXT GENERAL SESSION MEETING DATE: 2:00pm, Thursday, March 21, 2024, L&R Office In-person and via Zoom.
